With the progress of science and technology, more and more electric products appear. At first, flash drives not only cost expensive, but also could merely save computer files. But nowadays, besides its original functions, it also can be used as a walkman. I believe that without long time, it also can be used for recording, photographing, receiving and transmitting data. According to the TV report, the sale quantity of flash drives will exceed one billion within recent years. Such development exactly explains that why our government is positively encouraging everyone to emphasize on the knowledge economy, in which creativity plays the most important role.
Part II: English composition (60%) 寫作能力測驗
1. Everyone wants to succeed. Name attitudes, personality traits, and something else that you regard as important for making achievements. You have to support your ideas with examples.
All people are eager to succeed, but how to achieve it is most concerned. According to the experiences of some successful people, they often have three characteristics: talent, diligence, and perseverance.
For example, Edison, the famous American inventor, can encourage us by his legend. While he tried to find the materials for the filament, it is alleged that he had tried over 1600 different materials, that is, he had failed over 1600 times, however, he never gave up and kept working hard, finally, his team successfully discovered the wolfram for the filament of the bulb.
This story is just as the well-known saying by Edison, "Genius is one percent inspiration, and ninety-nine percent perspiration." In addition, another saying goes, "Failure is the mother of success." Edison owned the talent of invention and experiment, worked very hard, treated failure as experience, and continuously kept going on, so he deserved success.
Therefore, if you want to succeed, you should show your talent, work very hard, and hold the key point, the fearless of failure, by which three important traits can absolutely lead you to reach your goal.
2. What do you think is the most serious problem facing higher education in Taiwan today? Please explain why think it is the most serious and also suggest possible solutions.
I think the most serious problem facing higher education in Taiwan is the overflow of the numbers of college departments. It results in a phenomenon that some departments cannot recruit students, so they can just only enroll the low-academic-achievement students that score 10 points in Joint College Entrance Exam. Even at last no students are recruited in some departments, and this causes the resources waste of higher education.
According to some professors and my opinion, there are three solutions for the problem. First, Ministry of Education should be responsible for the permission of the college establishment. Officials should consider the balance between supply and demand in response to the low-birth rate in Taiwan.
Second, a sound and fair assessment for colleges can help increase educational performances. Third, set the minimum entrance college score to prevent low-academic-achievement from studying in university.
Besides, government should invest more budgets in higher education. For one thing, education authority concerned should let top colleges able to compete with international celebrated universities. For another thing, it should also develop vocational colleges for those technology-oriented students.
To make higher education become popular is good, but to make each student suitable for his or her own college is more important. To make balance between justice and excellence in higher education is the target of the government.

1. What will you say if you cannot lend money to your good friend, Tom, when he wants to borrow some money from you?
I will say, "I am sorry, but this month I have paid so much money like my rents, car insurance, life insurance, car license tax, and credit card bill, etc., that I have no extra to lend you. I hope that you can wait until next month.
2. What would you say to your boss if he asked you to work during a holiday, but you wouldn't be paid extra?
I would say, "I am so sorry, sir. Could you consider it again? I have arranged a trip to Hengchun with my family this weekend, and they are eager to visit the scenic spots of the popular movie, Cape No. 7. So, May I work next week, sir?
3. If you could go anywhere, where would you go? Why?
I would like to visit Paris. Because there are many famous scenic spots and museums, like Eiffel Tower, Arch of Triumph, Palace of Versailles, the Louvre, and Orsay Museum, etc, which I am very interested in.
4. What do you think? Are some reasons young people dislike going to school?
There are three main reasons young people dislike going to school. First, a lot of homework will be assigned in school. Second, highly competition between classmates causes high pressure upon the students. Third, teachers' high-handed disciplining makes students feel uncomfortable, become servile, and lack for the ability of critical thinking.
5. If you had one billion dollars, how would you use it? Why?
I will separate it into three parts. One third will be used to purchase a bigger house for my family to live more comfortable; another will be used to travel abroad to experience different cultures, and the rest will be donated to charity to help minority.
Part II Picture Description
(I) (30 seconds to look at the picture, 90 second to answer)
1. What place is this?
It might be a bookstore or a library, but I think it should be a bookstore because the bookshelf is lower, and the decoration is more elaborated.
2. What can you see in the picture?
There are several bookshelves with lots of books placed neatly. I can see one person reading a book near the middle bookshelf, and two people are discussing the content of the book. Some small statues and pot plants are set around the room. I think that the atmosphere there is comfortable for the readers.
3. What are they doing and why are they doing this?
One person is reading a book alone, and the other two people are discussing the book. They might prepare for their reports or assignments, or choose which book to buy, or they just read to enjoy their leisure time.
(II) A photo about roller coaster
1. What kind of place is this? How do you know?
It is a an amusement park. In this picture, there are seven people riding the roller coaster, and this kind of entertainment facility often appears in an amusement park.
2. What do you see in the picture?
In the picture, the weather is fine with a blue sky and few clouds. I can see the descending tracks of the roller coaster in which seven people, six adults and one child, are having fun. They are raising their hands and shouting loudly. Everyone is very high and enjoys the riding very much.
3. What are they doing? Why might they be doing?
They are riding the roller coaster. They choose roller coaster because they like exciting activities and want to release the pressure.
4. What do you think the people will probably do next?
Because of their loving exciting activities, they will probably choose similar facilities like pirate ship and free fall, otherwise, if they are tired, they can choose smooth ones like merry-go-round or ferris wheel to relax.
5. Do you think these people are having fun? Why?
Yes, undoubtedly they are having fun. Because they are screaming, laughing, and raising their hands high while the roller coaster is ready to descend. That really makes them happy and excited.
Part III Discussion Statement
What do you think is the most urgent thing our government should do?
What are your suggestions for doing it very successfully?
The most urgent thing our government should do is to respect and fulfill human rights. Human rights are about freedom of speech, assembly, association, movement, etc., even the direct civil right, referendum, is included. Human rights are the universal value to maintain justice and equality of the society.
But in Taiwan today, there is still much space for improvement of human rights. Here are three examples. First, the present referendum law set extremely high numbers of subscriptions for proposal, and the proposal must be agreed by the Legislative Yuan. This restricts people to enhance civil rights, and causes the ignorance of public opinion.
Second, assembly in Taiwan must be permitted by the police, but freedom of assembly is regulated in our constitution and considered as a fundamental human right.
Third, in Taiwan's law, prosecutors can arbitrarily detain the suspects without indictment. This obviously violates the presumption of innocence principle before the judgement, and seriously destructs the respect of human rights and the trust of people for judicature.
Therefore, in order to defend human rights, we should appeal to legislators to modify the related laws, and education authority concerned must increase the content of human rights into curriculum to enlighten students and the people.

Do you think young people in Taiwan today have a better life than people a generation ago?
In what ways is life better?
In what ways is it worse?
Yes, I think young people in Taiwan have a better life than before. For example, due to the progress of science and technology, the Internet provides them a convenient life and rapid information circulation. TV programs and movies enrich their life. National Health Insurance lets medical care become cheap and sound. Taiwan High Speed Rail makes one day visit possible from southern to northern Taiwan.
In a word, the life of young people in Taiwan now is better than before in material comforts. Although the material life is better, their mental life becomes worse in three ways. First, the chaos of value: they may think that money is everything and do whatever they want. This results in some problems like credit card slave.
Second, the low tolerance of frustration: young people now are called “the strawberry generation” because they will be “smashed” when the challenge comes.
Third, lack of diligence: young people become more and more lazy now, they often addict in online games and live carefree. Some young people want to stay at home without finding jobs.
Therefore, young people in Taiwan should be conscious of their own strengths and weakness, and figure out some strategies in order to lead a better life.
